Github Specialist#

The Geospatial Operations Support Team (GOST) within the Data Analytics and Tools (DECAT) unit in the Development Economics Data Group (DECDG) is seeking to hire a Geographer/Data Scientist. The Short-Term Consultant (STC) will have a combination of skills and experience in geographic data science, its applications in policy, and in communicating analytical findings to both technical and non-technical audiences alike. Under these terms of reference, the STC will contribute to components of DECAT’s work program during fiscal year 2024.

DECAT works with Global Practices and Country Management Units across the World Bank to develop data and analytical products and to deliver technical assistance and training to operationalize analytics using various types of data.

Duration: 50 working days between July 1st, 2023 and June 30, 2024. Extendable up to 150 days depending on performance and availability of work.

Work location: This position is being internationally-recruited, but is based in Washington, DC. Remote-based work will be considered.

Duties and Responsibilities#

Under the supervision of the team lead, the Data Science Consultant will provide analytical support including but not limited to the following:

  • Write well-documented, reproducible code for all data products as per project needs; document all data work on the project’s GitHub repository.

  • Support the team with cleaning, improving, and maintaining the team’s existing github repositories, focusing on

    • Generating help documentation automatically through sphinx

    • Publishing documentation, results, and other documentation through Github pages

  • Present analytical results visually, verbally, and in writing to technical and non-technical audiences within and outside the World Bank

  • Design tutorials and capacity building documentation and on data science topics to internal and external audiences as needed.

Skills and Qualifications#

Required#

  • Academic specialization: A Master’s degree in geography, economics, statistics, data science, computer science or related field with strong quantitative research and analysis skills is required.

  • At least 5 years of experience managing projects along the data analysis lifecycle.

  • Excellent working knowledge of python and relevant libraries for data science (pandas, numpy, geopandas, matplotlib, rasterio, scikitlearn, etc.) is required.

  • Experience with other scripting languages like R, SQL, Stata, ArcGIS, PowerBI, Tableau is desirable.

  • Demonstrated experience of code control and communications through Github and Github pages.

  • Written and oral communications skills in English is required.

Desired#

  • Able to manage complex projects and cross-functional teams. Demonstrated experience liaising with members of the analytical team, technical experts, external partners, and clients. Skilled at communicating requirements and timelines to deliver high-quality data products.

  • Demonstrated ability to lead design and delivery of training and capacity building activities with external and internal clients.

  • Experience leading production of high-quality written content, including technical papers, reports, memos, and blogs.

  • Experience working in developing countries is desirable as is knowledge of relevant World Bank sector work and operational processes.
