# Status of MPD use

Countries move through a series of implementation stages, from first conversations to using MPD indicators routinely. The stages follow the program's [maturity assessment framework](../project-resources/maturity_assessment_framework.md) and [theory of change](../project-resources/theory-of-change.md).

| Stage | Meaning |
|---|---|
| 0. Engagement / scoping | Initial conversations; country has expressed interest |
| 1. Readiness assessed | Maturity assessment completed |
| 2. Negotiating data access | MoU or data-sharing agreement with MNO(s) under discussion |
| 3. Data access agreed | MoU or data-sharing agreement signed |
| 4. Data flowing | Data received or processing infrastructure set up |
| 5. Indicators produced | Indicators being generated (e.g. tourism, migration, mobility) |
| 6. Institutionalised | Indicators published or used in policy as part of routine production |

Countries don't always reach milestones in order, so this view shows each one separately. Countries are sorted by stage. C1 and C2 mark the cohort.
